Beibei District, located at the foot of Jinyun Mountain and nestled alongside Jialing River, is an urban function expansion area of Chongqing and key component of Chongqing Liang Jiang New Area. It covers 775 km², resided by a population of 770,000, governing five streets and 12 townships.

    Beibei District boasts sound eco-environment, high forest coverage rate, abundant hot springs and diverse tourism spots. It is one of the first major tourist areas of China and has been recognized as Excellent Tourism City of China and National Garden-like Urban Area. It has been awarded as China’s Best Practices to Improve the Living Environment of Habitat Environment and honored by UN-Habitat as Dubai International Award for Best Practices to Improve the Living Environment. It enjoys well-developed science, education and culture. Beibei District is home to Southwest University, Chongqing Institute of Green and Intelligent Technology of Chinese Academy of Sciences, Chongqing Museum of Natural History and other scientific, educational and cultural institutes. Some state-level and municipal-level key laboratories, research centers of engineering technology and research centers of corporate technology also situate in the District. Scientists like Yuan Longping and Hou Guangjiong were cultivated here. Besides, the first silkworm genetic mapping in the world is worked out here. So Beibei District is an area advanced in scientific, technological and cultural progress in China. Beibei District has relatively huge potential for development. According to the strategic arrangement of five functional areas of Chongqing, it is positioned as the expansion area for urban functions. During the 13th Five Year Plan, it will be further developed into a key area of industrial, urban development and population gathering. Meanwhile, as a hi-tech industrial park arranged in Chongqing Liang Jiang New Area, Beibei District is poised to become a major area in Chongqing to bring in clusters of hi-tech industries, strategic and emerging sectors.

    Following the convening of the 18th Party Congress, Beibei District has worked hard to adapt to the new normal of economic development and grasped key opportunities such as “The Belt and Road Initiatives” and Yangtze River Economic Belt development strategies, Chongqing Municipality Five Functional Zones, the development and opening-up of Chongqing Liang Jiang New Area, to push forward social and economic development. In 2015, the regional GDP hit RMB 43 billion, up by 11.1%; the total output of industries above the designated scale is RMB 84.1 billion, up by 15.5%; total retail sales of consumer goods registered RMB 14.87 billion, up by 10.8%; total fixed assets investment added up to RMB 59.5 billion, rose by 11%; general public budget revenue totaled RMB 2.76 billion, up by 12.1%; per capita disposable income for permanent urban and rural residents achieved RMB 30,261 and RMB 14,499 respectively, up by 7.8% and 10.1%.

    During the 13th Five Year Plan, Beibei District will continue to practice the spirit of key speeches made by General Secretary Xi Jinping, especially speeches made by Mr. Xi during his visit to Chongqing. The District will follow the spirits of the 18th Party Congress, the 3rd, 4th and 5th Plenary Session of the 18th Party Congress and the 7th and the 8th Plenary Session of the 4th Municipal Party Congress. According to the requirements of the “Four Comprehensive” strategies and “Five Development” concepts, Beibei District will implement the regional development strategy for five functional zones and sustain stable and rapid social and economic development. Efforts will be made to enhance the quality and efficiency of development and accelerate the pace to build an urban area with livable eco-environment. The District will be developed into a base for hi-tech industry, science, education and culture as well as a destination for leisure and vacationing. The aim is to become a well-developed and moderately prosperous society.
